Pep Guardiola, the new boss at the Champions League winners, wants the Brazil international to play in the heart of his defence.
Barcelona have also been linked with the 26-year-old, who cost £21m when he was signed from Benfica two years ago.
Chelsea have stated that Luiz is not for sale but Mourinho recently admitted the centre-half, whose defensive positioning has been left wanting in the past, has flaws to his game.
